Because of the sanitary restrictions, traveling is still very difficult, or even almost impossible. Each country, and even each region, has its own specific rules. In addition to health and political considerations, economic aspects also have a great influence on what should finally apply. In theory, this can sometimes lead to absurd situations. But in practice, such rules are not applicable and therefore traveling to other countries or regions is almost impossible.
